Austria, Czechia, Denmark and France start first. Eventually sixteen member states take part.

Recast Energy Performance of Buildings Directive (EPBD IV)
Directive (EU) 2024/1275. Article 15 keeps the SRI optional but requires the Commission to decide on a mandate.

Building automation mandatory above 290 kW
Non-residential buildings with heating or cooling systems above 290 kW must have a building automation and control system (Article 13).

EPBD IV transposition deadline
Member states must have transposed the recast directive into national law.
30. Juni 2026
Commission report on the test phases
Deadline for the report to Parliament and Council. No publication had been found on 9 September 2026.

Delegated act: mandatory SRI above 290 kW
Deadline for the Commission to adopt the act making the SRI mandatory for non-residential buildings with HVAC capacity above 290 kW.
1. Juli 2027
Finland: national roll-out of SRI assessments
Announced for summer 2027 after the 2022 to 2024 test phase.

Building automation mandatory above 70 kW
The threshold for mandatory building automation drops from 290 to 70 kW.
