What does EV-15 measure?

EV-15 is a smart-ready service within the Smart Readiness Indicator (SRI). The service assesses charging capacity for electric vehicles in a building.

Specifically, it concerns the share of parking spaces equipped with a charging point. The higher that share, the higher the building's functionality level on this measure.

EV-15 falls under the Electric Vehicle Charging domain, one of nine domains that make up the SRI.

What levels exist?

The SRI methodology defines functionality levels of 0 to 4 for each smart-ready service. EV-15 has five levels, ranging from no provision to a substantial majority of charging points.

• Level 0: no provision present
• Level 1: conduit or a basic socket present
• Level 2: 0 to 9 percent of parking spaces has a charging point
• Level 3: 10 to 50 percent of parking spaces has a charging point
• Level 4: more than 50 percent of parking spaces has a charging point

A building with conduit only, without a functioning charging point, scores low on this service. The level rises only when actual charging points exist on a substantial portion of parking spaces.

Why does EV-15 count towards method A?

The SRI has two calculation methods: method A with 27 smart-ready services and method B with all 54 services. EV-15 is one of the services also assessed within method A.

This means charging infrastructure counts in the simpler assessment, not only in the expanded version. Each service's score contributes through impact criteria and key functionalities within its domain.

What does this mean in practice?

Buildings with high vehicle traffic, such as offices or shopping centres, can gain points here relatively easily. Installing charging points on a portion of parking spaces directly raises the functionality level.

For buildings above 290 kilowatts of installed power, this element may become relevant once the European Commission makes the SRI mandatory, expected to occur through a delegated act.
